How long should Indians wait to receive justice?

Supreme Court has "reopened" the Bhopal case, says a news story in the Indian Express.

Why has it taken over 14 years for the Supreme Court to hear the case again? How this come about? What could be done to ensure that injustice of delayed justice is not repeated?

How did the same court give a judgement, which in the view of the present court,  needs re-examination?
